In 2023, Mooney voted for two bills that would expand eligibility for the Education Freedom Account program (HB 367 and HB 464). In 2024 Rep. Mooney voted in favor of several bills to expand eligibility for Education Freedom Accounts, including HB 1561, HB 1634, HB 1665, and HB 1677. Mooney also voted against HB 1512, which would limit the EFA program to a budget.

In 2024 Rep. Mooney voted against establishing a climate and health protection program (SB 496).
In 2025 Rep. Mooney voted against HB 106, which would have established a commission to determine the financial cost of climate damage to New Hampshire and methods of recouping such costs. Rep. Mooney also voted in favor of HCR 1, a resolution that calls for policymakers to fully consider all relevant information and factors pertaining to climate change as climate policy is developed. That resolution specifically called out "climate alarmism."

"I strongly support the individual Second Amendment right to keep and bear arms, which we have enshrined in Part First, Article 2-a of the New Hampshire Constitution. As a legislator, I have consistently voted to protect Second Amendment rights. I have taken and will continue to take this one step further by sponsoring and voting for measures designed to enhance this important, fundamental individual right. For example, I have voted for Vermont-style open carry laws and other measures. We have to remember that with this important right comes the equally important responsibility of all gun owners to practice common-sense gun safety and learn to properly use firearms. This means protecting and encouraging the operation of shooting ranges, gun clubs, and other opportunities to develop gun skills."
